This report by C.S. Mullen, Chief Engineer of the Virginia State Highway Commission - a precursor to VDOT - assesses the safety and traffic issues facing Virginia highways with regard to highway design and right-of-way widths, as well as his recommendations. Attached to this 4-pp letter are several maps and blueprints predating the interstate highway system:

1. A uniquely altered version of the State Highway System and Connections showing future development to multiple lane highways. Mullen has drawn red or blue lines over the highways he proposes to expand. 19”x32”
2. Commonwealth of Virginia 1941 Traffic Flow Map. 15 3/4” x 35”
3. Cross-section of Typical 2-Lane Highway. 22” x 36 1/2”
4. Cross-section of Typical 3-Lane Highway. 22” x 36 1/2”
5. Cross-section of Typical 4-Lane Highway. 22” x 36 1/2”

The report and maps have numerous fold lines and the staples are rusted. Otherwise very good.
