On December 19, 1913, following six years of heated debates, President Wilson signed into law the Raker Act, giving San Francisco full rights to flood Hetch-Hetchy Valley to transport fresh water to San Francisco. Following the completion of the damn in 1923 San Francisco began a campaign to issue Water Bonds in order facilitate the building of the pipeline that would transport the water to its its cisterns and customer's. This poster was likely posted in and on public transportation such as streetcars and ferry boats as well as their terminals.
