This is a 4 page printed Circular created by the Smithsonian Institution to monitor sightings of various plants and animals. The summary description from the S. I. reads as follows " Meteorological observers receive a circular requesting information regarding seasonal phenomena of plants and animals and general phenomena of climate. They are also invited to submit natural history specimens to the Smithsonian. The information gathered is intended to be used to derive general laws relating to the geographical distribution of species of animals and plants in North America." This circular has not been filled out.
